PPP3 (final version) in Java and C

Steve Gibson has released the final version of his PPP system: PPPv3 and so I've updated my code to be compatible.

Two versions of PPPv3 are available:

• The C version
  
• The Java version
  
• The Compiled Java
  

Both are released, as before, under the BSD license.
